Similar to Kentucky HB 855, an act (KRS 260.850 to 260.869) to create an industrial hemp research program to be administered by the Kentucky Department of Agriculture (KDA), in cooperation with a selected Kentucky university or universities, was introduced in January 2001. The bill, HB 100, was signed into law on March 20, 2001 by Governor Paul Patton.
The Kentucky Industrial Hemp Commission was also established to monitor the research program, direct the adoption of federal rules and regulations and establish an "industrial hemp program fund" to offset costs. In addition, HB 100 states that Kentucky will adopt the federal rules and regulations regarding industrial hemp, including any changes that might occur in the future. Therefore, amendments or changes to the current federal law would automatically take effect in Kentucky.
